Title: Two Speculations in Astro-particle

Abstract:
We discuss how due to neutrino mass there is a general relativistic
effect in the delay time for neutrino bursts from cosmologically
distant sources. In principle this would permit a measurement of the
acceleration parameter q of cosmology in a manner totally different
both theoretically and instrumentally from the classical method. Also
we briefly discuss the possibility that in a universe with
time-dependent constants, particles could arrive at the earth with
slightly different properties than those for local particles.
